Read between the lines.

These guys weren't fired or disciplined because they did the crime.

They were fired by and/or disciplined because they got caught doing it.

Bad guys only punish other bad guys when they get caught, because they were not careful enough, which exposes the rest of them.

That's how satan monkeys work, they punish their own when they expose the rest through their carelessness.
