The lies they imply
The headline to this story tells people right off the bat, that the story is a lie.

"cia fails to monitor harsh interrogations"
The word "fails" implies that an attempt was made and was not successful.
When in all actuality they never made any attempt to begin with, and most likely never will. Personally I am well past fed up with seeing news stories with headlines like this. This govt agency did this, or that orginazation did that. Especially since 90% of the same type of stories from past years and decades showed later, that they never did any of that, and it was all just spew coming out of their lieing mouths.
Business as usual....lips moving = lieing.
They did not fail to monitor harsh interrogations, because they never monitored to begin with.
