Ghost of the past.

Just like the psychic programs, the remote viewing programs, in a long list of other programs, in the past run by the government in one of it's many forms. Were also announced to have been suspended or ended.

Yet a decade or so down the road it turns out they never really stopped, just went underground with it, in some cases literaly.
